docs: update dependencies

Description

Documentation site:

• Update all dependencies to the latest versions
• Migrate to ESLint flat configuration
• Lock Mermaid version (11 is the latest) due to some unexpected problem with element order

Types of changes

• Bugfix (non-breaking change which fixes an issue)
• New feature (non-breaking change which adds functionality)
• Breaking change (fix or feature that would cause existing functionality to not work as expected)
• Documentation update
• Examples update

Checklist
