The latest golang package available for msys2 seems to be 1.14.x. We'd like to make sure everything is at least >= go1.15.5 due to #1668. Might require a custom build that is uploaded to storage bucket that can then be installed via pacman (we currently install using a package that is hosted in a separate storage bucket.

We're using go1.15 now as of #1785
