web-twig: Automate release process of a new version

Create pipeline for publishing new version into readonly repository using git subtree push --rejoin --prefix=web-twig-readonly main

• join it with make version command
• maybe add package.json with a private project to handle version and version command to fire some shell script
• automatically tag release commits on read-only repository using GitHub Actions (hopefully it will work) - using subtree there are different sha1 commits than in the main repository
