Initial Alpha release of Localgov Microsites distribution

Please note we are expecting LocalGov Microsites to upgrade to Group 3.x during the Alpha testing and before a Beta release.

There will not be an upgrade path from LocalGov Microsites Alpha to LocalGov Microsites Beta.

We encourage councils and suppliers to test LocalGov Drupal Microsites Alpha, but be aware that if you build live sites you might need to rebuild them on a beta release.

Documentation in progress can be found at https://docs.localgovdrupal.org/microsites/. This is also considered ALPHA and all feedback and pull requests are encouraged.

Notes on Alpha releases

These are the first to come out and are therefore the least stable. Most reported errors are resolved but there are most likely still outstanding known issues, which might include security issues.
