Rather than installing pandoc from homebrew, which GitHub no longer includes by default in its test runner, lets install directly from the Pandoc source.
- Update actions - Adopt lsst-sqre/build-and-publish-to-pypi
This plugin doesn't work with tox v4 at last check.
Though this may not be necessary given pydantic.mypy.

Temporarily pins Pydantic < 2 for the main branch (for the Lander version 2 release).
Also migrates the packaging infrastructure to pyproject.toml and fixes type checking issues.
