Summary

Enables TAP_UPLOAD for instances where GCS is not used (i.e. S3 on Openstack)
Pin requirements, as newer cadc auth changes cause issues that need to be resolved in a separate branch

Testing this will be tricky for non-GCS, I think we need to merge in, publish new release and ask UKDAC to deploy the version
