Allow drop of images between blocks to create an image block?
Allow to drop an image at the bottom of the editor to create an image block?

Not a bad idea but what if you have the default images block turned off and/or a replacement such as the 'extended images' block in it's place?

Default Image block can be configured in config, or all droppable block will announce mime type, and the first compatible one will be used.
