This is purely a metadata and dependency update. Upgrades all
devDependencies, updates configs forhuskyandcommit-lintas new major versions require changes, and fixes a metric poopton ofnpm auditwarnings.I stepped this change to make sure tests passed, upgrading
avalast, and then updatedavaand accompanying snapshots. This should be good to go. With the audit fixes, I'd like to get this merged before we cut a new minor.
