This is a quick workaround for a somewhat odd problem in how we calculate our guest group accesses -- we made a checklist type that doesn't really fit into our admin accesses, so now we give people with guest_admin access to any checklists without corresponding site sections.

Because this field was introduced after some people had already registered, registration is having issues with front line staffers not seeing this field.
People are registering early and not paying, then they get stuck with the wrong badge price. Also allows admins to set a promo code for attendees with receipts.
Noticed this problem when looking at a MITS application.
