IRCBot V 2.0.0

This version is buggy, it will overwrite save files while loading, and will not load multiple channels

First official release of V2 of my bot. Everything should work, the only thing i didn't test was the permission plugin and multiple servers.

Will not work with settings files from V1 or early builds of V2 (non release compilations).
