In ISO 9 right is modifier letter prime, not backtick.

Also, backtick is used for code wrapping in a Markdown markup, users, which use Translit in a Markdown documents may have bugs.

I was trying to make a table for "GOST 7.79 System B, modified ISO 9:1995" as it is stated in description key (line 3).
According to that wiki page it seems System A and System B are using different symbols for it.

Can you provide some more reliable source which will identify exact symbol to use here?
I will also try to find some sources regarding this issue.

As an option we can create a different table for System A.

Yes, I'm sorry, I showed my carelessness.

See official document, backtick don't use for ь symbol in System A.

As an option we can create a different table for System A.

It will be nice solution, System B criticize for unclear replacements: for example, хx, цcz.
