Terraform 0.12 support part 2: Issue #109

• Maintain backwards compatiblity for < 0.12 (do not add terraform init to TerraformValidateStage).
• Consolidate terraform-version workflow changes into a single class/strategy, to make future changes easier
• Start sketching out a new way to handle default plugins.
