Localize abbreviations when localizing labels

As of #9582, MGLStyle.localizesLabels localizes occurrences of {name} and {name_*} in Mapbox Streets–sourced layers, but it ignores {abbr}, which is English-only. When the locale is something other than English, these layers should be set to {name} or {name_*} just like any other layer.
