Don't install in android

Hi you,
i follow new installation your.
i run command

>cd D:/Platform/sdk-androi/sdk/extras/google/google_play_services/libproject/google-play-services_lib/

>android update lib-project -p .  // not success, i try new command
>android update project -p . -t android-18  // success
now, i try command
>android update lib-project -p .  // success bellow

not success in step 3.

>cd D:/Platform/sdk-androi/sdk/extras/google/google_play_services/libproject/google-play-services_lib/

>android update lib-project -p .

//show success
Updated local.properties                                                        
Updated file D:\Platform\sdk-androi\sdk\extras\google\google_play_services\libproject\google-play-services_lib\proguard-project.txt

I have a question.
Do you use the latest versions for the platform-tools and the build-tools?

Also you must need specify the library path using relative path.
