Introducing command normalizer.

Normalizer aimed to restore the MIDI command "optimized" by some
MIDI keyboards (notable "Samson Carbon 61", "Yamaha MM6").

Where "optimize" means skip the MIDI command "Note On" or "Note Off"
byte and send only it's parameters.

"Samson Carbon 61" optimizes only frequently repeating events while
"Yamaha MM6" do it more "aggresively".
