Add cite attribute (#192)

It can appear in a `<blockquote>`.

- `data` (`DataEl`/`Data`, `DataAttr` also exists)
- `form` (`Form`/`FormAttr`, `FormEl` also exists)
- `label` (`Label`/`LabelAttr`, `LabelEl` also exists)
