Add docker compose support
Had wrong property names, and a spurious comma. Also added in swagger endpoint.
…ng app. Exclude appsettings.development.json so that dev secrets don't get committed into the repo.

This new project enables Tenancy to be hosted inside an aspnet 6.0 host, which in turn can be hosted in a container, which can then be hosted in Azure Container Apps.
