CHANGELOG.md was renamed to CHANGELOG.mdown between 1.7.0 and 1.7.1. This causes upgrader to fail if you upgrade/downgrade between that.

Applying a fix to allow people to downgrade to 1.7.0 for use with ML 5 or 6.

Note: a downgrade would remove this fix, but once should be enough..
