Perhaps either just a literal flag or something similar to the requirements.txt file but the C icon is in the place of the Python icon.

It is used when writing C/C++ code and are specifying compile arguments for clangd. Here is a link to the documentation LLVM have published referencing its use: https://clangd.llvm.org/installation#compile_flagstxt. This is normally used for simpler projects where a heavier build system like cmake is not required.
