I think code looks good, but could you add some context as to why this is desirable?
You're saying that state events should NOT have this kind of relationships, so why do we want to include this change?

This is to make /devtools slightly more usable from within a thread: we pre-populate the relationship information on timeline events with this change. Developers would previously have to retrieve the thread root event ID (either through View Source, permalinks, or magic) then manually type out this structure - a lot of boilerplate that can be avoided by us just populating it for them.

We do not apply this same optimization though to state events because the spec doesn't do anything with m.relates_to on state events currently. This might change in the future, and when/if it does we can add the few lines of code to mimic the behaviour to that editor too.
