Makes #12114 easier to fix (see #12358).

Best reviewed commit by commit, ignoring commits from #12353. The new commits are "Convert Linearizer methods to async" onwards.

I've set the destination branch to #12353 for now, to keep the commit history looking sensible.

it'd be nice to do an early return here, rather than have a big if block which is hard to follow.

it's worth noting this is no longer strictly true - the context manager's __aexit__ doesnt have to be synchronous, so the sleep could happen there instead.

Not sure it's worth changing, just noting that the comment is incorrect.

I suspect that the linearizer sleep uses a different reactor to the homeserver, but only during testing. So tests would start failing if we did a sleep on every __aexit__.

This version includes a [change](matrix-org/synapse#12209) to the way transaction IDs are managed for application services. If your deployment uses a dedicated worker for application service traffic, **it must be stopped** when the database is upgraded (which normally happens when the main process is upgraded), to ensure the change is made safely without any risk of reusing transaction IDs.
