A few notes:
- Github isn't running CI because the changelog isn't formatted as we like it. I'll make a suggestion.
- The room alias comes via the URL, not as part of a JSON payload. So I think it makes more sense to use
M_INVALID_PARAMrather thanM_BAD_JSONas the error code. - A note for spec fans: the spec only lets us return 404 for this endpoint. But I think that the spec is just silly and that returning status 400 is the right thing to do.
Also, I forgot to say in the issue but it'd be great to have a quick test case that covers this change. tests/client/test_directory.py would be the right place for it, if you're up for it, but don't worry if not.

Added validation checks for room aliases. This patch would prevent requests with invalid room aliases from causing internal server error. Fixes #13104
