Rename the device_one_time_key_counts key in responses to device_one_time_keys_count to match the name specified by MSC3202.

Also change related variable/class names for consistency.

Revert name change for one_time_key_counts key
dc56a75 
as this is a different key altogether from `device_one_time_keys_count`,
which is used for `/sync` instead of appservice transactions.

Would it be easier to update the MSC's unstable identifier if all the implementations use the incorrect one?

mautrix-python uses keys_count. Not sure about any other implementations, though.

Complement failure was a known flake.

I'll defer that to the synapse team - I only happened to notice as it was listed in the changelog for the RC, which has me worried that it might be a bit too late.

It's not a big deal though, just a relatively minor note about linking to MSCs (which we should really document somewhere anyways...)
