Slightly spun out of #14908 (comment) as I wanted to do this as a small set of commits in isolation.

Builds on #1640 to expand these clauses to not just initial syncs.

This:

  • Updates the block-presence logic in sync to be inclusive instead of exclusive. (I inverted the logic.)
  • Includes the configuration flag in the boolean instead of checking it separately.
  • Adds comments.
  • Updates the checks to always apply, instead of only for initial syncs.

I think the transformation is equivalent, but I'm still a bit confused by what the logic is doing.

I don't understand why the existence of the sync token (i.e. initial versus incremental syncs) makes a difference to whether or not we serve presence data. Maybe we want don't want to include it in initial syncs because they get cached(?)

This expands the previous optimisation from being only for initial
sync to being for all sync requests.

It also inverts some of the logic to be inclusive instead of exclusive.
