This is part of #16042 -- we stop writing to the
event_txn_idtable and use only theevent_txn_id_device_id. In order to do this, we bump the minimum schema version to 80, corresponding to Synapse 1.89.We also create a new schema version so that we can finish #16042 at a future date.
