Helps address #6766

This is a port of matrix-org/synapse-dinsic#20 for mainline, but allowing : characters. See the attached issue for context.

Who generates these client secrets? Have we checked that they currently use the correct format? Does synapse log them so we can check in the logs?

Broadly this seems good from a code perspective, but just want to make sure we're not going to break any existing clients (without consciously deciding to at least)

Checking the matrix.org database, I'm confident that this change will not affect anyone.

Scratch that, we have one client which it will affect. I've updated the linked issue with details.
