Some fields in the GTFS specification are marked as "conditionally required". The converter doe not honor this and either requires them always or never. This is an attempt to fix this and make the converter requirements align better with the specification.
So far I've only done stops and agencies. But the coordinates for some stop types are optional too (The parent statio provides a fallback) and some lesser used files
