RancherOS v1.0.1 - LTS update

Linux 4.9.24 and Docker 17.03.1-ce

Fixes

  • upgrade to Linux 4.9.24 #18142 - this also fixes sudo shutdown which didn't work in v1.0.0
  • add docker-init to console init for 17.03 #18151
  • Don't log the cloud-init metadata to the dmesg log - it will contain secrets #18012
  • Log all init func errors to console, and panic if we can't loadImage … #17881
  • Simplify apply network #17962
