The timing changes introduced yesterday uncovered yet another problem, #450 -- this is a general cross-region problem, but only triggered by the (new) timing in the US/CA test.
In addition, discovered that the default for the Uplink dwell bit after join was wrong for AS923 and AU921. Correct some warnings from CI. Version is now v3.0.99.5. This version passes EU868 and US915 compliance tests.
