Remove unsupported WEBGL_compressed_texture_atc WebGL extension

This PR removes the now-irrelevant WEBGL_compressed_texture_api from our documentation, to go along with its removal in BCD (see mdn/browser-compat-data#11763). The extension hasn't been supported in the last two years of browser releases, and was rejected from the spec, so it was abandoned before it became a part of standard track.
