This is looking good to me, overall. Just a few nits related to documentation.
I'm still working on looking at the benchmarks because I was curious if the performance is identical for loading the recorder, given the slight difference between using Option<T>
now vs having NoopRecorder
.
This gets rid of the dangerous `static mut`, adds more comments about the code, relaxes the orderings and documents the unsoundness of the `clear` function, which will be made unsafe in a later commit. It implements a small once_cell-like abstraction.
This function could previously cause data races if used incorrectly. It is `#[doc(hidden)]` and only used in tests internally, so this is not a breaking change.

I also noticed that the whole
#[cfg(atomic_cas)]
seems pretty pointless since this crate doesn't supportno_std
anyways.About
