Except
actions/upload-artifact&actions/download-artifactsince in v4 artefact names are no longer unique by default and will require additional changes.This also works towards reducing the annotations spam due to Node16 warnings in CI actions page.
Caching pip downloads helps speedup the CI slightly and avoiding random network failures that can happen with PyPI.
