Kubelet cAdvisor Metrics

We now fetch basic container and node metrics directly from the Kubelet. This means we've
been able to remove the cAdvisor and Node Exporter DaemonSets we previously deployed
alongside applications.

• Note that currently, all monitoring policies are disabled. Monitoring is always-on.
