This change adds support for the Openly and proselint writing checkers.

v2: private_config: Add org-mode file type to .vale.ini

This update adds Vale support for org-mode files and lints them with
rules for proselint and Openly.

- This is part of my private, emacs config, and not to be merged with
the upstream Vale at Red Hat repo.
