This PR adds a constructor to allow a custom
ThreadFactoryfor theOtlpMeterRegistry.Other
PushMeterRegistryimplementations likeCloudWatchMeterRegistry,DatadogMeterRegistry, andDynatraceMeterRegistrysupport it, and I realized that theOtlpMeterRegistrydoesn't support it while reading #4852.
