Localstack was big and flakey for S3 testing especially on CI

I could get it to work locally by adding random sleeps, but couldn't get it to work on CI and the round-trip to see if a change worked was killing me.

Minio is a object storage server that's compatible with S3

So I switched to use that, and everything seems to work
