InnerEye Hello World needs testing from a workspace without access to GithHub or PyPi and hence using the shared services for package access.

Acceptance Criteria:

• InnerEye Hello World works from a VM in a workspace without access to GitHub or PyPi
• TRE administrator: Configuration of Git and Package mirror documented within InnerEye workspace service
• Researcher: Steps required on client machine documented to carry out InnerEye Hello World. Update documentation here: https://github.com/microsoft/AzureTRE/tree/develop/workspaces/services/innereye_deeplearning
• Add a reference to setting up an InnerEye Workspace to the docs index page and as next step in the deployment quickstart
