Describe the bug

To Reproduce

Steps to reproduce the behavior:

  1. Open Mock Bot
  2. Turn on Narrator (Edge) or NVDA (Chrome)
  3. Type 'layout carousel' into Mock Bot
  4. Note that the text activities (non-Markdown) are read multiple times

Expected behavior

Text activities in carousels should only be read once. This is caused by the nesting of in <CarouselLayout>.
