[BUG] 32 bit apps like MIDI-OX do not work on Arm64 in Customer Preview 1 Windows Insider Canary Feb Release #504

When running on Arm64, there are multiple errors from MIDI-OX when enumerating WinMM devices. Once they complete enumeration, MIDI-OX reports that the driver is missing and is unable to communicate with the devices.

MIDI-OX is a 32 bit app.

Note: This may be the broader issue I saw, and not actually related to Arm64. We're testing.

Unrelated to Arm64. This is the WinMM error from #517
