Add duplicate ID's for SQL Server 2016 FIPS coverage #1027

Pull Request (PR) description:
Add the following ID's as duplicate coverage of existing ID's in SQL Server 2016 STIG. The ID's are already covered by V-213968 which enables FIPS.

Fixes SqlDatabaseRule not creating mulitple xml's correctly in the same PowerShell session.
