FancyZones should support to "Hold key to activate second zone set while dragging"

FancyZones currently supports "Hold Shift key to activate zones while dragging". So only one main zone set, the default one, is active. When working with very large displays, it would be beneficial to have two zone sets configured.

Use-Case: Select the needed set by using either the Shift or key to select which zones should be displayed and used for the current window drag operation.
The key may be configurable or may be the Ctrl key in fixed configuration.
