Description

  • Add "needs-triage" label to bug and new feature request template
  • Add Badges to readme

Motivation and Context

#1392

Types of changes

  • Bug fix (non-breaking change which fixes an issue)
  • New feature (non-breaking change which adds functionality)
  • Breaking change (fix or feature that would cause existing functionality to change)

Assuming the yaml at the top of the readme is truly no longer needed, this looks good to me (hopefully, next time I also hit submit review...)
