This PR introduces the placeholder of azure-pipelines-mirror.yml file into the main branch of the Garnet repository. The inclusion of this placeholder .yml file is necessary for enabling the Garnet Mirror GitHub pipeline to run and be tuned on other branches of Garnet repositories.
