Update Ubuntu install steps with needed sudo usage #680

This updates the Ubuntu/Debian install steps to use sudo where required while trying to following them on Ubuntu 22.04.

I also break apart the creation of generic.pol file into 2 steps, as written it won't work given it requires sudo to make the file in that location.

Tested while installing on a fresh WSL Ubuntu 22.04 instance.
