EntranceThemeTransition broken in WinUI3

Describe the bug

EntranceThemeTransition is jumpy in WinUI3 1.5, I didn't notice which release broke it but I remembered it being normal.

Steps to reproduce the bug

1. Go to the Theme transition page in WinUI 3 Gallery.

Expected behavior

No response

Notice the obvious jump in the WinUI 3 gallery.

On Windows 10, this happens 100% of the time.
On Windows 11, this happens periodically.
