I just tried this and it seems to tick all my boxes. Which means I can finally throw away my own registration of those libraries that was unnecessary bloat just to get rid of DOM completions. Thank you very much! 🥳 |

targetandlibto control the .d.ts acquisition didn't include a TS nicety in that it handles writingesnextin thelibbut that is then converted to a fs lookup forlib.esnext.d.ts.This PR adds that same handling.
