Moved driver from the Playwright Python repo into upstream so that other rpc implementations can use it easier.

To be discussed:

How to deploy? - I thought about putting it on the CDN but for every "next" release it would be quite much storage (50 MB for each driver per OS) cc @aslushnikov
If we release it for each "next" release we could drop the browsers.json file which the driver currently requires and use the upstream one. I would prefer that! @pavelfeldman
