Lock the app names in the pseudoloc locales (#13563)
On occasion, when we submit to the store we get a package rejection because the app name has changed for the `qps-*` locales. Instead of constantly reserving new pseudolocalized app names every time the pseudolocalization seed changes, we should just lock our app name so that it does not get pseudolocalized.
