Hopefully fix the HandleCommandlineArgs crashes #13604

This is an experiment, as discussed in #11790 (comment). We don't know what for sure causes these crashes, but it seems that blindly throwing, so that it gets picked up by Watson, is probably not the move. Instead, we're just gonna do our fallback, REGARDLESS of what the exception was.

There's only one real difference here, in the Terminal.Control.Lib project. The rest are just reordered.

I added atlas renderer to the project dependencies for Terminal.Control.Lib. I hit one of those crashes when dtoring a Renderer after pulling main. I suspect it was due to AtlasEngine never actually getting rebuilt. This should alleviate that.
