Add a specific runner for MSTest that allows to skip vstest.console.exe. This new runner aims at improving speed and reliability of MSTest tests while opening the door to new features (native AOT, trimming...).
The runner is designed in a generic and extensible way, allowing it to be reused as platform for NUnit, xUnit and other test frameworks.
